Members of the Election Board and volunteers joined County Clerk Jill Taylor and Election Deputy Jeff Sponsel Wednesday morning at the Shelby County Courthouse to participate in the public testing of voting machines.

The law requires five percent of voting machines be tested prior to the beginning of early voting, which starts Oct. 12. Those who attended the public test had the opportunity to test four machines.

In addition to the voting machines, participants also tested Voter Verified Paper Audit Trail (VVPAT) machines. These machines create a paper record of the votes in addition to the electronic voting. The VVPAT’s intent is to create a paper trail so the votes can be more secure.

“It will record what’s being voted for that machine,” Taylor said. “It’s not anything the voter gets to take with them. It stays on the machine and is secured. It goes with the rest of the election results, so if there is ever an audit, they can pull that (paper record) as well.”

The Indiana General Assembly recently passed a legislative proposal requiring counties that use a direct record electronic voting system to utilize a VVPAT by July 2024. The proposal was pitched by Secretary of State Holli Sullivan, who has focused much of her time in office on election security.

Shelby County has opted to only use VVPATs for the early voting period and not on Election Day itself. By 2024, all electronic voting machines in the county are expected to also use a VVPAT.

Both the electronic voting machines and VVPATs are managed by MicroVote. A representative from MicroVote was present at the courthouse Wednesday morning to facilitate the testing.

The Absentee Voting (Early Voting) period is from Oct. 12 to Nov. 4 at the Shelby County Courthouse. Early voting hours will be from 8 a.m. to 4 p.m. Two other polling sites will be available on a couple of Saturdays during that period.

The courthouse and a site at the Shelby County Fairgrounds will be open 8 a.m. to 3 p.m. Oct. 29. The courthouse and the Moral Township Fire Station will have locations open 8 a.m. to 3 p.m. on Nov. 5.

The courthouse will also be open Monday, Nov. 7 from 8 a.m. to noon.

Anyone wishing to vote at the courthouse must use the west entrance doors, located off the parking lot. Early voting will take place on the first floor.

Anyone who needs to apply for an absentee ballot may do so until 11:59 p.m. Oct. 27. One can apply at the Clerk’s Office in person, by fax, by mail or by email.
